Concern about violence in our society has reached new heights as a succession of crimes involving firearms have been given massive publicity in the weeks following Christmas 2002.

In December 2002 a gang of violent 'carjackers' who styled themselves on American mobsters were jailed. The gang of seven, who idolised criminals such as Al Capone, stole up to four luxury cars a night as they toured wealthy neighbourhoods. They had found heroes in films such as 'The Untouchables', shown on ITV1 in June 2002, and 'Scarface', shown on BBC2 in June 1997 and February 2001, and the robbery computer game 'Grand Theft Auto' which they played for hours at a time. One of the defendants even threatened to kill the Judge!

Boycott this sick Christmas game

A video game glorifying murder, arson and drug dealing has been blasted by children's charities, politicians and psychologists. With 500,000 copies of 'Grand Theft Auto' already in circulation in Britain the game is the fastest selling title ever making £10million in its first week on sale. Highlights include running a pizza delivery boy off the road then reversing over his body, intimidating jurors by smashing up their cars and starting a prison riot. Players can also pick up a prostitute, engage in a sex act and then beat her to death to steal her money. Points are awarded for hijackings and contract killings. Mail on Sunday 8/12/2002

The latest crime statistics published in January 2003 revealed that crimes involving firearms had risen dramatically in England and Wales with lethal firearms used in around 9000 incidents last year. The rise was said to have alarmed Government ministers who are struggling to calm fears that Britain is facing an epidemic of gun crime. Fears were reinforced when two teenage girls were shot dead in Birmingham in January and two men in Liverpool and Sheffield were also shot dead.

The Prime Minister, The Rt Hon Tony Blair MP, declared the rise of violent crime a "national emergency" and the Home Secretary, The Rt Hon David Blunkett MP, has introduced new punitive measures, including parenting orders and child curfews, aimed at curbing social disorder, particularly among the young.

More recently Mr Blunkett has announced new measures to make possession of a firearm in a public place a criminal offence incurring a five-year minimum sentence.

Sir John Stevens, the Metropolitan Police Commissioner condemned the view of weapons, in some sections of society, as fashion accessories. "This culture of mindless violence … and the glorification of gang warfare must be stopped" he said.

The 'values vacuum' of the teenage gangsters

Britains top policeman issued a stark warning last night about the threat to family life from young criminal gangs. Sir John Stevens said urgent action has to be taken to deal with a 'values vacuum' among youngsters steeped in hard drugs and starved of civilised values. To many of them, he added, committing crime was now an 'unexceptional event'. Speaking of his 'trepidation for the future', the Metropolitan Police Commissioner said 70% of all offenders are under 18. They commit 72% of robberies, 55% of street crime and 57% of thefts.         75 per cent of muggers are under 17

Three quarters of muggings are carried out by children under 17, David Blunkett said. The Home Secretary admitted that teenage thugs lay behind the sharp rise in street crime. The Daily Mail 15/11/2002

Mr Blunkett mounted a conference on 10 January, with leading figures in law enforcement, and demanded a more co-ordinated approach to firearm crimes. Ahead of this conference mediawatch-uk wrote to Mr Blunkett enclosing a copy of our report 'Promoting a Culture of Violence' published in July 2002 which, we are told, has been forwarded on to the Department of Culture, Media and Sport. We said we agreed with those who suggest that a "multi-agency" approach is necessary and said we believe that the film, video and television industries have a role to play as well as others involved in crime prevention. For far too long the entertainment industry has denied its responsibility for the state of our society. It is no longer a credible or rational position to suggest that the media simply reflects society as it is. Increasingly society reflects the worst excesses of the media.

In a reply from the Home Office, setting out at length the Government's measures, we were thanked for the report and assured that: "The Government agrees that it is important that the media promotes positive and responsible images".

Writing in The Sunday Express, 12 January 2003, Michael Medved, author of 'Hollywood vs America', drew attention to research showing that "heavy immersion in violent entertainment promotes more violent attitudes and behaviour".

Street crime soaring by 26%, Home Office figures reveal

Street crime is "running out of control" with the number of muggings rising by more than 26% over the past nine months, according to internal Home Office figures. The increase, which has been accompanied by a sharp rise in the use of guns, has so alarmed Tony Blair that he has ordered one of his top Downing Street officials into the Home Office and Scotland Yard to try to sort out the crisis. Muggings rocket by 26pc

Street crime is soaring with muggings up by more than a quarter in the past nine months, official figures reveal. A Home Office survey of the 43 police forces in England and Wales showed that offences of violence had rocketed by 26 per cent. The biggest increase in muggings - 48 per cent in a year - was recorded by West Yorkshire Police. Robberies in Bedfordshire have gone up by 32 per cent and in Hertfordshire by 21 per cent. Across London, street crime soared by a third to more than 35,000 incidents, the survey found.

Murder rate soars to highest for a century

Britain's murder rate has risen to its highest level since records began 100 years ago, undermining claims by ministers that they had got violent crime under control. The number of murders notified to police in the first eight months of this year has risen by as much as 22% in some of Britain's biggest cities, which account for the majority of homicides. This builds on a 4% rise in the murder rate in the year to March and is 20% higher than the total for 1997, the first year of Tony Blair's government. The Sunday Times 13/10/2002

School plague of under-seven thugs

Parents were blamed yesterday for the epidemic of hooliganism hitting schools. Ofsted chief inspector David Bell said many mothers and fathers were hampering efforts to crack down on unruly behaviour threatening to wreck examination standards. His attack came as figures showed that more and more children of seven and under are being expelled for terrorising their teachers. The Daily Mail 28/11/2002

In a feature article in 'The Independent' 13 January 2003, Dr Kim Howells MP, Culture Minister, expressed anger about television programme makers whose output he blames for creating "a pornography of violence" and for making icons of killers and junkies. "Any night you can see any amount of violence on television" he said. "Artists have a responsibility to society" not to play to the "lowest common denominator, which is a kind of vicarious pleasure in spilling blood".

Lord Warner, in an interview for The Daily Telegraph, 14 January 2003 has announced a "sweeping review of Britain's censorship laws" and plans to set up a working group involving representatives of the film, music and television industries to consider changes. He said:

"The starting point is that all people who are going to produce music, videos, films and television programmes have some kind of responsibility. And the more they move to the extreme positions which come close to inciting violence and dangerous sexual behaviour and influence vulnerable minds, the more you have to exert public pressure to get them to desist."

In the light of the rising levels of crime involving firearms it is extraordinary that the British Board of Film Classification persists with its lax classification policies. The film 'City of God' released on 3 January with a 15 certificate, features two children growing up in the slums of Rio de Janeiro. One becomes a drug lord, rapist and mass killer. Publicity photographs show the child laughing with gun in hand about to fire.

A shock absorber for film censors

Film censors are being offered therapy to help them cope with the sex and violence they watch. The British Board of Film Classification called in a psychotherapist over fears that its 16 full-time censors could become 'desensitised' by the shocking content of some movies. Censors, who are paid about £30,000 a year and spend eight hours a day watching films, can have follow-up sessions if they are concerned about their mental well-being. The Daily Mail 5/8/2002

Censors pass game that glorifies thugs

Censors were condemned yesterday for allowing the release of a computer game that glorifies the behaviour of murderous football thugs. Hooligans: Storm Over Europe was considered so violent and anti-social that the British computer industry refused to sanction its release. But the Dutch manufacturers have been given an 18 certificate by the British Board of Film Classification. The Daily Mail 6/3/2002

Violence takes Cannes to new extreme

A film portraying extreme sexual violence is about to become the first controversial offering at this year's Cannes Film Festival. Those who have seen Irreversible, a film by Gaspar Noi, say that it is more shocking than Crash, which caused outrage six years ago at the festival. Noi's tale of murder and vengeance, rape and sadomasochism, will have its premiere at the festival. "The sexual violent scene in Irreversible is almost too painful to watch," one viewer said. "It's incredibly shocking and will cause more of a sensation than Crash, which was not as graphic as this." The Times 15/5/2002

The unremitting portrayal of firearms in films and drama on television remains the easiest facet of 'gun culture' to be eradicated. The fact that figures for gun crime soared by 35% in a year should surely require that all possible steps be taken to reduce the glorification of guns in the media. Just as film and television have contributed to the culture of violence and gun culture in the past, it is surely not unreasonable to expect them to help in future undo the damage they have inflicted.

Majority of TV violence is screened before 9pm

Television violence has increased sharply over the past four years and particularly at times when children are likely to be watching, according to research published yesterday. For the first time since monitoring began in 1997, there are now more violent scenes before the 9pm watershed than after. Although the incidence of violence in drama has fallen slightly, the number of violent scenes in entertainment programmes has almost doubled since 1997 and there has also been a significant increase during soap operas and films. Channel 5 showed by far the greatest amount of violence, much of it due to the large number of films that the station offers. "Realistic" violence continues its upward trend, now making up 70% of all fictional violence.The Daily Telegraph 25/4/2002

On October 13 2002 Channel 4 TV screened the film 'A Clockwork Orange' which included scenes of merciless violence just for the fun of it. In a letter to the Chairman of the Independent Television Commission, mediawatch-uk protested that the film was surely in breach of all sections of the Programme Code on Violence. In its reply the ITC denied that the Programme Code had been breached and suggested that the film, for today's young adults, is "likely to seem in many ways a curiosity, a period piece" and that "it should be available to adults who wish to watch it". This astonishing response is further evidence, should it be needed, substantiating our claim that the regulation of broadcasting is failing. This typical response from the ITC seems to disregard completely the Code which nowhere says that programme content should be determined simply by viewers' "wish to watch".

It is not without significance, therefore, that a viewer's Poll conducted by ITV's Teletext service found, 20/1/2003, that a massive 98% of 2,765 voters thought standards were slipping on terrestrial TV. This indicates a general loss of public confidence in the TV regulators.

Public Attitudes?

ccording to the latest Independent Television Commission annual survey of public attitudes to television programming, published in March 2002, the most common cause of offence was swearing and offensive language followed by violence, then sex/nudity. The report 'Television: The People's View 2000' also found that "more viewers claimed to have switched off or changed channels because of violence, followed closely by swearing and offensive language and then sex/nudity.

e note also the findings of a joint report, 'The Depiction of Violence on Terrestrial Television', published in April 2002 by the ITC, the BBC and the Broadcasting Standards Commission. It was found that the number of violent scenes in TV entertainment shows had almost doubled in four years and that there are now more violent scenes before the 9.00pm watershed. In a two-week monitoring period the underlying year-on-year trends suggest that scenes of violence have been increasing across a variety of programme types. It was stated that film accounted for 23% of all violence on TV and Channel 5 showed the greatest amount of violence due to the high proportion of films on this channel. (Emphasis added)

The Effects of Viewing Violence

ccording to the latest scientific research watching more than an hour of TV a day makes teenagers more likely to grow up violent. The first study to investigate the long-term impact of viewing on behaviour has confirmed fears about a link with aggression. Experts have concluded that rates of violence, including assaults, fights and robberies, increase dramatically in people in their late teens and early twenties the longer they spent watching TV as children. Adults were five times more likely to behave violently and aggressively if they watched more than three hours of television a day as 14 year olds. One hour was enough to make a significant difference and the effect was particularly severe for boys.

The researchers, who tracked 700 families for 18 years, said it made no difference what programmes were watched since an average hour of children's TV contained between 20 and 25 violent acts. 'Our findings suggest that, at least during early adolescence, responsible parents should avoid permitting their children to watch more than one hour of TV a day', said Dr Jeffrey Johnson, of Columbia University and the New York State Psychiatric Institute. I

t is difficult to appreciate in a written report the full impact of the violent fantasy world portrayed by film makers who perpetuate cruelty, killing, maiming, destruction and all manner of brutal behaviour and sexual aggression in their productions. As in previous years the most common portrayal of violence involves the use of firearms.

This report is compiled from detailed accounts of what monitors actually saw on screen. We have deliberately avoided the approach adopted by others, which depends upon people's subjective perceptions. It is intended to be a further contribution to the urgent debate about violence on television and the causal connection with social disorder and criminal violence.

We recognise that in the course of a typical year around 3000 films are shown on the five terrestrial channels with even more shown by the subscription film channels on the cable and satellite networks. All these films represent a real challenge to those charged with regulating and monitoring TV output and conducting content research in the public interest.

In this Report, 'Promoting a Culture of Violence 2', a total of 183 films shown in 2002 on BBC1, BBC2, ITV1, C4 and C5 are analysed. The Report is not exhaustive and the findings relate only to the films monitored.

In the 183 films analysed, including 6 shown twice, monitors identified:

·         966 incidents involving firearms

(255 on BBC1; 65 on BBC2; 224 on ITV1; 73 on C4; 349 on C5)

·         701 violent assaults

       (139 on BBC1; 59 on BBC2; 113 on ITV1; 114 on C4; 276 on C5)

·         89 incidents of fire raising/causing explosions

       (19 on BBC1; 3 on BBC2; 20 on ITV1; 8 on C4; 39 on C5)

·         223 incidents involving knives and other offensive weapons

       (57 on BBC1; 21 on BBC2; 40 on ITV1; 23 on C4; 82 on C5)

·         17 incidents involving illegal drug abuse

       (1 on BBC1; 1 on BBC2; 4 on ITV1; 2 on C4; 9 on C5)

Of the 183 films monitored (including the 6 shown twice) 42 were shown on BBC1, 18 on BBC2, 36 on ITV1, 22 on C4 and 65 on C5.

The 6 films shown twice were:

'Best Seller' on BBC1 and ITV1, 'Code of Silence' on five and ITV1, 'Dog Day Afternoon' on BBC2 and five, 'Something Wild' on BBC2 and ITV1, 'The Getaway' on five and ITV1, 'The Terminator' on five and ITV1.

The findings in this report show that Channel 5's output of films, which increased significantly in 2001, remained high at 33% of the total number of films shown in 2002 on the five terrestrial channels. Accordingly the figures for violent incidents on Channel 5 TV are startlingly higher in all categories.

We acknowledge that a number of the films were transmitted after midnight. However small the audiences for these films may have been at these times they still add to the overall presence of violence transmitted on television. Moreover, because most households have video recorders, enabling easy time shifting of programmes, late night/early morning scheduling is not a real obstacle to anyone, including children, viewing them.

Firearms shown being used in these films included:

Revolver; machine pistol; rifle; pump action shotgun; spear gun.

Other offensive weapons shown being used in these films included:

Flick knives; hunting knives; sword; axe; scissors; razor; snooker cue; plank of wood; bottle; iron bar; spade; baseball bat; truncheon; chain saw.

Crimes portrayed included:

Murder; rape; grievous bodily harm; assault; robbery with violence; robbery; burglary; vehicle theft.

We draw attention particularly to the violent acts portrayed against women and against sensitive parts of the body, for example, the head and genitals. We also draw attention to the so-called 'hardware violence' against cars, buildings and property generally.

Principal findings from previous Reports:

In 1994 the National Viewers' and Listeners' Association analysed 111 films screened on the four terrestrial television channels. Two reports, 'A CULTURE OF CRUELTY AND VIOLENCE', and, 'MORE CRUELTY AND VIOLENCE', were published in November 1994 and June 1995 respectively. Our analysis of these films detailed 523 incidents involving firearms, 492 violent assaults and 81 incidents involving knives of various kinds and other offensive weapons.

In 1995 the Association analysed 200 films screened on the four terrestrial television channels. The Report 'MORE CRUELTY AND VIOLENCE 2' was published in August 1996. Our analysis of these films detailed 835 incidents involving firearms, 689 violent assaults and 232 incidents involving knives of various kinds and other offensive weapons.

In 1996 the Association analysed 246 films screened on the four terrestrial television channels. The report 'MORE CRUELTY AND VIOLENCE 3' was published in March 1997. Our analysis of these films detailed 1076 incidents involving firearms, 706 violent assaults and 376 incidents involving knives kinds and other offensive weapons.

In 1997 the Association analysed 265 films screened on the five terrestrial television channels. The report 'MORE CRUELTY AND VIOLENCE 4' was published in May 1998. Our analysis of these films detailed 1281 incidents involving firearms, 918 violent assaults and 409 incidents involving knives of various kinds and other offensive weapons.

In 1998 the Association analysed 269 films screened on the five terrestrial television channels. The report 'MORE CRUELTY AND VIOLENCE 5' was published in May 1999. Our analysis of these films detailed 1171 incidents involving firearms, 798 violent assaults, 340 incidents involving knives of various kinds and other offensive weapons.

In 2000 mediawatch-uk analysed 193 films screened on the five terrestrial television channels. The report 'YOB CULTURE ON TV' was published in March 2001. ediawatch-uk believes that violence in entertainment continues to cause widespread concern mixed with frustration about the lack of any meaningful response from the film, video and television industries.

Watchdog's warning of rising TV violence

A media standards watchdog has expressed concern about the normalising of violence on TV and its impact on society. A new survey has shown that the number of violent scenes in TV entertainment shows has almost doubled over the past four years, with a significant increase being in soaps and films shown on TV. This survey, said John Beyer, director of mediawatch-uk, is enough to show "that the time has come for the regulators to substantially reduce the level of violence in the media and this would be something for the 'common good', as our bishops have put it". Mr Beyer said this "represents a failure on the part of the regulators to deal with violence in our media". He told the Catholic Times: "Tony Blair has said that violence on our streets is a national emergency and some media contribute to normalising it by showing it so frequently. "Just going for a quick fix in the ratings is wrong. Programme makers should be far more socially responsible instead of taking the more selfish approach which just makes sure that the broadcaster's interests are ok. Catholic Times 5/5/2002

The resources available to mediawatch-uk, a voluntary organisation, for monitoring TV output are small compared to those available to the regulatory authorities. Nevertheless, the results of this limited monitoring report indicate that those who are currently charged to secure that programmes do not "incite to crime or lead to disorder" continue to fail in their duties.

In the future OFCOM must do more than the present regulators to overcome the problems that arise from portrayals of violence on television. Politicians talk of the importance of having "joined-up government" where different departments co-operate and harmonise application of policy with others. It is clearly pointless to have stringent law and order policy, for example, aimed at encouraging good and responsible citizenship if it is continually undermined by lawlessness and disorder glorified and celebrated in entertainment.

In drafting its "more coherent system of objectives and principles" OFCOM really must take into account public attitudes and the experience of those who have to deal with violence and aggression in their daily work, for example, police, teachers, probation officers, nurses, magistrates, transport staff and so on.

                Germany aims to curb TV violence

Germany's broadcasting chiefs were summoned by Chancellor Schroder last night to work out how to reduce the level of violence on television. The media summit, on the eve of a funeral service for the 16 teachers and students murdered in Erfurt, was aimed at calming an increasingly nervous German public. The move seems certain to usher in a new era of self restraint by broadcasters who are worried that the Government in the throes of an election campaign will try to tighten already strict youth protection rules on viewing times. mediawatch-uk believes that OFCOM, in order to be effective in these matters, must embrace a much broader definition of incitement as set out in Clause 307 of the Communications Bill. The continual portrayal of violence in film, video and on television should itself be regarded as an incitement to crime and disorder. The latest scientific research from the University of Columbia, referred to above, concludes that viewing violence increases aggressive behaviour. Given that shootings, stabbing and violent assaults continue to increase OFCOM must focus its attention upon portrayals of such harmful activities and secure change.

Violence prompts record complaints to TV watchdog

Complaints about standards on television are running at record levels - just as the Broadcasting Standards Commission (BSC) is preparing to be wound up. The BSC's annual report, published tomorrow, will reveal that it considered more than 7,000 complaints in the year to April 2002. The highest number received in previous years was 5,100. As part of wide-ranging changes in the supervision of broadcasters, the watchdog will be wound up next year after 15 years of policing sex, violence and other issues on television and radio. Lord Dubs, its chairman and former Labour minister, has expressed his worry about the "race for ratings" among the soaps, which has led to more violent plots. Most evening soaps are regularly watched by children as young as 10 years old. The Sunday Times 14/7/2002

Scarred by soaps

Four out of five parents think TV soaps encourage the breakdown of families, a Government-backed study has found. They worry about too many scenes of sex and violence, high levels of infidelity, heavy drinking and 'an overall feeling of negativity' to family life. Concerns are justified and Britain's biggest soaps are no longer suitable for children, according to the National Family and Parenting Institute. Fewer than one in ten of the families in EastEnders on BBC1 or Channel 4's now-doomed Brookside is made up of a mother and father with their own children. Only one in five of the families in ITV1's Coronation Street live in a traditional family unit. The Daily Mail 17/10/2002

At the present time there seems to be a complete disregard of public concern and the accumulated evidence of harm associated with violent entertainment. On the basis of this report there is no evident desire to have a positive or beneficial influence on our society. This assertion is substantiated by the fact that all of the films catalogued in this report, including the most violent, have been screened three, four or five times in as many years.

We submit that violence in entertainment contributes significantly to violence in society and it remains the one factor that is easiest to deal with.  A more socially responsible approach to programme policy is essential if social policies elsewhere are to have any hope of succeeding.

It is our hope that this report 'Promoting a Culture of Violence 2', will lead to a significant and meaningful reduction of violence in entertainment thought by the Broadcasting Authorities to be suitable for the nation.  We appeal to the Government to ensure that the Communications Act will give OFCOM the necessary powers and resources to effect a change of programme policy that will bring real benefits to the society as a whole rather than perpetuate the present damaging and harmful influence.
